STAFF ACCOUNTANT/ANALYST
Location: Hybrid (On-site presence required in Indianapolis, Indiana)
Employment Type: 1099 Contractor, Project-Based (12–18 months)

IBS is currently providing forensic and fee accounting support to a public housing authority in Indianapolis and is seeking a Staff Accountant / Financial Analyst to assist in the reconstruction of historical financial records and support ongoing accounting operations under HUD compliance standards.
Position Summary:
The Staff Accountant / Analyst will assist in gathering, analyzing, and reconstructing financial data, supporting the rebuilding of the general ledger, performing reconciliations, and preparing interim financial reports. This role is critical to ensuring financial accuracy, regulatory compliance, and audit readiness throughout the recovery process.
ESSENTIAL FUNCTIONS
- Retrieve, organize, and reconcile third-party financial records (bank statements, payroll files, HUD data, vendor invoices).
- Assist in the preparation of monthly bank reconciliations, rent roll reviews, and journal entry posting.
- Research discrepancies, analyze variances, and make corrective journal entries as needed.
- Support data governance and data quality improvement initiatives.
- Help reconstruct transaction histories and maintain audit-ready workpapers.
- Prepare trial balances and interim financial statements under GAAP standards.
- Document reconstruction assumptions, supporting data sources, and reconciliation methodologies.
- Monitor and ensure compliance with local, state, and federal accounting and reporting requirements.
- Manage the Electronic Line of Credit Control System (eLOCCS) drawdown processes and HUD monthly obligation and expenditure reporting.
- Track and report HUD Capital Fund Program budgets, obligations, expenditures, and drawdowns using Excel spreadsheets.
- Initiate Positive Pay file creation through PHA Web and upload to the Treasury Management portal of selected financial institutions.
- Review and manage daily Positive Paycheck exceptions and ACH rent payment activities.
- Oversee, review, and reconcile Tenant Accounts Receivable (TAR) activities.
- Record HUD subsidy and unrestricted cash receipts (HCVP, CFP, Op Fund, FSS, etc.) into the general ledger.
- Collaborate with project managers, senior accountants, and auditors to validate financial information and report deliverables.
- Perform other related duties and special projects assigned.
REQUIREMENTS
- Bachelor’s degree in accounting, finance, or a related field.
- Minimum of 3 years of progressive accounting experience supporting a Public Housing Authority.
- Strong knowledge of GAAP, public housing financial regulations, and HUD compliance standards.
- Proficiency with financial systems such as Oracle, PeopleSoft, Emphasys Elite, and Yardi.
- Strong Microsoft Excel skills and ability to work with large data sets.
- Solid communication (oral and written) and time management skills.
- Experience working with HUD systems such as eLOCCS is preferred but not required.
- Familiarity with Federal, State, and Municipal affordable housing programs is a plus.
