Halima Jolloh
Halima Jalloh is a Certified Public Accountant (CPA) and Certified Government Financial Manager (CGFM) with more than 16 years of experience providing financial, audit, and advisory services to private sector organizations as well as federal, state, and local government agencies.
As a Senior Manager at IBS Management & Consultancy Services, Halima leads complex engagements in financial statement audits, internal control reviews, agreed-upon procedures, technical research, and project management. She is highly skilled in compiling, analyzing, and reconciling financial statements in compliance with OMB A-136, and has deep expertise in implementing accounting standards such as GASB 87 (Lease Accounting) and GASB 96 (Subscription-Based IT Arrangements).
Ms. Jalloh portfolio of clients includes the U.S. Department of Housing and Urban Development (HUD), where she serves as Project Manager for grants accrual engagements, and the Maryland Department of Aging, where she oversees statewide grant compliance audits. She has also delivered technical accounting, data analysis, audit readiness, and financial management support to the Washington Metropolitan Area Transit Authority (WMATA), the U.S. Department of Agriculture, the U.S. Department of Labor, USAID, and the Philadelphia Water Department.
She holds a Master of Science in Accounting and Financial Management from DeVry University and a Bachelor of Arts in Accounting and Finance from the University of Sierra Leone.
With her in-depth technical expertise, leadership skills, and proven ability to manage large-scale financial projects, Halima is recognized for helping clients achieve compliance, enhance financial reporting, and strengthen accountability across their organizations.
