Kevin Bernard

Kevin Bernard is a Certified Public Accountant (CPA) and accomplished financial professional with more than 20 years of experience spanning industry, government, Big 4 and regional public accounting, and advisory services. At IBS Management & Consultancy Services, he leads the firm’s assurance practice, providing quality assurance oversight, financial advisory, and compliance support for governmental and public-sector clients. 

Kevin has deep expertise in audit and assurance, financial reporting, internal controls, and project management, having directed engagements for U.S. federal agencies, housing authorities, and international organizations. His career includes serving as CFO for the City of Wilmington, DE, where he oversaw all accounting, budgeting, debt issuance, and pension operations. He also held leadership positions at PricewaterhouseCoopers, KPMG, and SolomonEdwards Group, managing large-scale consulting engagements across industries such as banking, utilities, healthcare, and transportation. 

At IBS, Kevin provides quality assurance for complex assurance projects including USAID capacity assessments in Peru and Ecuador, grant compliance reviews for the Maryland Department of Aging, and financial and advisory services to the District of Columbia Office of Finance and Treasury and the U.S. Department of Housing and Urban Development. His leadership ensures that all deliverables meet rigorous standards and compliance requirements. 

Kevin holds a Juris Doctor (JD) from the University of Maryland School of Law and a Bachelor of Science in Business Administration from Towson University. He is licensed as a CPA in DC, Maryland, and Virginia, and is an active member of the AICPA and the Virginia Society of CPAs.
