Michael Goddard, MBA

Michael Goddard is a seasoned consultant with over 30 years of experience guiding utilities, infrastructure agencies, and energy organizations in strengthening financial resilience and operational performance. As Principal and Chief Operating Officer of IBS Management & Consultancy Services, he not only advises executives and government leaders on financial strategy, capital planning, organizational transformation, and public-private partnerships, but also oversees the firm’s internal operations, ensuring efficient project delivery, sustainable growth, and organizational excellence. 


He has led major initiatives with DC Water, Newport News Waterworks, and East Orange Water Commission, delivering results in rate design, cost-of-service studies, forensic audits, and long-range financial planning. Internationally, he has partnered with organizations such as GIZ and served as transaction advisor to The Gambia’s Ministry of Petroleum and Energy on a 6MW national wind park project. 


Michael holds a BS in Accounting from Salem State University and an MBA in Finance from Regis University. Recognized as both a trusted advisor and operational leader, he brings deep expertise in aligning financial strategy and organizational goals while driving the internal systems, processes, and culture that enable consulting firms to scale and succeed.
