Olu Adebo, MBA, CPA, PMP

Olu Adebo is an internationally recognized financial management and utility expert with more than 30 years of experience advising governments, utilities, private companies, and international finance institutions. As the Managing Principal and CEO of IBS Management & Consultancy Services, he leads engagements that strengthen financial stewardship, improve operational efficiency, and drive sustainable growth for clients across the United States and internationally. 


Mr. Adebo has served as Chief Financial Officer of the District of Columbia Water and Sewer Authority (DC Water), where he managed a $450 million operating budget and a $3.8 billion capital program. Under his leadership, DC Water achieved multiple bond rating upgrades to AA+, implemented innovative rate structures to finance major infrastructure projects, and delivered technology and internal control improvements that set a national benchmark for excellence. 


Over the past 15 years, he has provided consulting support to more than 20 large water and sewer utilities across the U.S. and Sub-Saharan Africa, including Nigeria, Gambia, Botswana, Liberia, and South Africa. His expertise spans strategic and long-range financial planning, tariff and rate studies, governance reform, risk management, performance benchmarking, public-private partnerships (PPP), and technology transformation. 


In addition to utilities, Mr. Adebo has advised federal, state, and local government agencies, housing authorities, and international development organizations. His portfolio includes engagements with USAID, HUD, Ginnie Mae, WMATA, and the Maryland Public Service Commission, where he provided audit readiness, CFO advisory services, and operational efficiency reviews. 


A Certified Public Accountant and Project Management Professional, Mr. Adebo holds an MBA from the University of the District of Columbia and a BS in Electrical Engineering from the University of Lagos. He is also a graduate of the Leadership Academy at Harvard Kennedy School.
